Starting from 3 August 2026, the paper identity card will no longer be valid for expatriation purposes, regardless of the expiry date printed on the back.
Decree-Law No. 108 of 26 June 2026 has introduced several important changes:
- A paper identity card that has not expired may still be used as an identification document in dealings with the Italian Public Administration and with entities providing public services, including Consulates;
- In cases of urgency, Italian Municipalities (Comuni) may issue a provisional identity document valid for expatriation, non-renewable, with a validity of no more than 6 months. This document may not be accepted by some foreign States: please check entry requirements on Viaggiare Sicuri;

As of 1 June, Italian citizens residing abroad (registered with AIRE) may also apply for the CIE at any Municipality in Italy, as provided for by Law No. 11 of 19 January 2026. Please remember to bring your Tax Identification Number (Codice Fiscale) with you.
