Bilateral Agreements
Below is a list of the main bilateral agreements currently in force.

Memorandum of Understanding in the pharmaceutical sector, signed on 18 February between the Malta Medicines Authority (MMA) and the Italian Medicines Agency (AIFA), aimed at strengthening regulatory cooperation in the pharmaceutical sector, improving the safety of medicines and access to therapies, promoting innovation, and increasing resilience in the event of health emergencies.

Technical Agreement, signed on 18 June 2025 between Italy and Malta on cooperation in transfusion services. The agreement provides for Italian support in the event of health emergencies and promotes the efficient management of blood and blood components for the production of plasma-derived medicinal products.

Technical-operational Memorandum of Understanding signed between the Italian Department of Public Security and the Malta Police Force, aimed at strengthening police cooperation in combating transnational organized crime, illicit trafficking of narcotic and psychotropic substances, international terrorism, economic and financial crime, human trafficking and irregular migration, as well as cybercrime and activities related to public order and security. Signed in Rome in December 2024.

On 29 April 2024, Italy and Malta signed a Memorandum of Understanding between their respective Supreme Audit Institutions (the Italian Court of Auditors and the National Audit Office of Malta) to cooperate in the management and control of European Funds, in particular the INTERREG V A Italy–Malta Programme.
